招标公告
1. 招标条件
本招标项目沙特吉达JCDC综合开发一期工程-基础设施工程，招标人为中国港湾工程有限责任公司，招标项目资金已落实。该项目已具备招标条件，现对变压器进行公开招标。
2. 项目概况与招标范围
2.1 项目概况：
本项目为沙特吉达JCDC综合开发一期工程-基础设施工程，项目位于吉达市西部沿岸海滨大道附近。项目自然区域包括9.5公里水带，2.1 公里沙滩，绿地、开放空间和公共服务区占总面积的40%。主要施工内容：场地准备和临建施工，服务设施（8个，包括结构、装饰、设备仪表等），干设施、湿设施、道路、综合管廊、景观美化，以及现有JCDC现场办公室改造改建，南部边界永久性围墙的设计和建造、项目门户、接口、BIM及数字孪生等。
2.2 招标范围：
2.2.1 沙特吉达JCDC综合开发一期工程-基础设施工程项目变压器采购，；
2.2.2 供货范围：变压器，具体规格要求详见报价清单。
2.2.3 品牌要求:无品牌要求。
2.2.4 质保期：项目竣工验收后1年。
2.3 交货地点
供应商交货地点：G4XC+8J2, Ash Shati, Jeddah 23411
2.4 交货日期：暂定2025年6月6日。
2.5 其他要求：
2.5.1供应商提供的产品必须获得项目业主和监理的认可。
3. 投标人资格要求
3.1 本次招标要求投标人须具备如下要求：
3.1.1营业范围要求：依法经工商、税务机关登记注册，符合投标项目经营范围，具有独立企业法人资格的生产厂家或授权经销商。
3.1.2生产厂家生产能力要求：可供应项目所需规格型号，具有与产能配套的输送能力及后续服务；生产工艺、装备须符合其质量符合要符合沙特标准、计量和质量组织(SASO)的要求。
3.1.3财务能力要求：生产厂家有固定的生产经营场所，具有一定规模和良好的资金财务状况及银行资信。
3.1.4质量保证能力要求：企业应拥有完整的三标管理体系认证，具有ISO9001质量管理体系认证、ISO14001环境管理体系认证和GB/T28001-2001职业健康安全管理体系认证；投标产品具有近两年由国家认可检验、检测机构出具的产品质量检验报告，具有第三方权威检测机构出具并在有效期内的试验报告。
3.1.5供货业绩要求：有同类产品供货合作业绩者优先，并能提供相关证明文件。
3.1.6履约信用要求：投标人必须具有良好的社会信誉，最近两年内没有与骗取合同有关的犯罪或严重违法行为而引起的诉讼和仲裁；近两年不曾在合同中严重违约或被逐；财产未被接管或冻结，企业未处于禁止或取消投标状态。
3.1.7履约服务要求：近两年内未发生质量安全责任事故。
3.2本次招标不接受联合体投标。
3.3单位负责人为同一人或者存在控股、管理关系的不同单位，不得参加同一包件投标。否则，相关投标均被否决。
4. 招标文件的获取
4.1 凡有意参加投标者，请于4月22日12时00分前(利雅得时间，下同)，登录中交集团供应链管理信息系统http://ec.ccccltd.cn完成投标报名并下载电子招标文件。
4.2 未注册供应链系统的单位需进行注册，推荐单位或合作意向单位选择招标人，审核通过后方可报名参与。
5. 投标文件的递交
5.1 投标文件递交的开始时间（利雅得时间，下同）为2024年4月22日12时00分，投标截止时间为2024年4月26日12时00分，投标人应在截止时间前通过中交集团供应链管理信息系统递交电子投标文件。
5.2 逾期送达的投标文件，中交集团供应链管理信息系统将予以拒收。
5.3 电子采购的供应商报价文件由电子报价表及附件共同组成。当电子报价表与附件内容冲突时，应以电子报价表的数据为准。

Jeddah Central Development Project Main Utilities & Public Realm [Infrastructure] Transformer Procurement Bidding Announcement
1. Tender conditions
This bidding project is Jeddah Central Development Project Main Utilities & Public Realm [Infrastructure]. The tenderer is China Harbor Engineering Co., Ltd., and the funds for the bidding project have been secured. The project has met the bidding conditions and is now inviting public bidding for the transformers.
2.Project Overview and Bidding Scope
2.1 Project Overview：
This project is Jeddah Central Development Project Main Utilities & Public Realm [Infrastructure]. The project is located near the coastal avenue along the western coast of Jeddah City. The natural area of the project includes 9.5 kilometers of water belt, 2.1 kilometers of beaches, and green spaces, open spaces and public service areas account for 40% of the total area. Main construction content: site preparation and temporary construction, service facilities (8, including structure, decoration, equipment and instrumentation, etc.), dry facilities, wet facilities, roads, comprehensive pipe corridors, landscaping, and renovation and reconstruction of the existing JCDC on-site office , design and construction of the permanent wall on the southern border, project portal, interfaces, BIM and digital twins, etc.
2.2 Bidding Scope：
Scope of supply: Transformers, please see the quotation list for specific specifications and requirements.
Brand requirements: No brand requirements
Warranty period: 1 year after project completion and acceptance.

2.4 Goods delivery time：Tentatively scheduled for June 6, 2025
2.5 other requirements：
2.5.1Products provided by suppliers must be approved by the project owner and supervisor.
3.Bidder qualification requirements
This tender requires bidders to meet the following requirements：
3.1 Business scope requirements: a manufacturer or authorized dealer that is registered with the industrial, commercial and tax authorities in accordance with the law, meets the business scope of the bidding project, and has independent corporate legal person status.
3.2 The manufacturers production capacity requirements: it can supply the specifications and models required by the project, and has the transportation capacity and follow-up services to match the production capacity; the production process and equipment must meet the quality requirements of the Saudi Standards, Metrology and Quality Organization (SASO).
3.3 Financial capability requirements: The manufacturer has a fixed production and operation site, a certain scale, good financial status and bank credit.
3.4 Quality assurance capability requirements: Enterprises should have complete Three Standards Management System certification, with quality management system certification, environmental management system certification and occupational health and safety management system certification; bidding products must have certification issued by nationally recognized inspection and testing agencies in the past two years. The product quality inspection report has a test report issued by a third-party authoritative testing agency and within the validity period.
3.5 Supply performance requirements: Applicants with similar product supply cooperation performance will be given priority and can provide relevant supporting documents.。
3.6 Performance credit requirements：The bidder must have good social reputation and have no lawsuits or arbitrations caused by crimes or serious illegal activities related to contract fraud in the past two years; there has been no serious breach of contract or eviction in the past two years; the property has not been taken over or frozen. The enterprise is not in a bidding ban or cancellation status.
3.7 Contract performance service requirements: No quality and safety accidents have occurred in the past two years.
3.8 The tender does not accept the consortium bid.
3.9 The person in charge of the unit is the same person or different units with holding or management relationships are not allowed to participate in the bidding for the same package. Otherwise, the relevant bids will be rejected.
4 Obtaining tender documents
4.1 Anyone interested in participating in the bidding, please log in to the CCCC Supply Chain Management Information System http://ec.ccccltd.cn to complete the bidding registration and download the electronic bidding before 12:00 on April 22 (Riyadh time, the same below) document.
4.2 Units that have not registered for the CCCC Supply Chain Management Information System need to register. Recommended units or units with intention to cooperate can select the tenderer and can only sign up to participate after passing the review.
5 Submission of tender documents
5.1 The start time for submission of bid documents (Riyadh time, the same below) is 12:00 on April 22, 2024, and the deadline for bids is 12:00 on April 26, 2024. Bidders should submit their bids through China Communications Construction Company before the deadline. The groups supply chain management information system submits electronic bidding documents.
5.2 CCCC Supply Chain Management Information System will reject bid documents that are delivered after the due date.
5.3 The supplier quotation document for electronic procurement consists of an electronic quotation form and attachments. When there is a conflict between the contents of the electronic quotation form and the attachment, the data in the electronic quotation form shall prevail.
